In a letter to the "Manchester Guardian, Lord Noel-Buxton repeats his suggestion that a plebiscite should be held in Czecho-Slovakia after the pattern of the plebiscite held in the Saar in January, 1935, to allow the 3,500,000 Sudeten Germans in Czecho-Slovakia to decide their own fate.
Lord Noel-Buxton suggests that a body composed exclusively of neutrals, should be appointed for arranging such a plebiscite -
