STEP IN BERLIN STROKE

Berlin, To-day. Last night's sudden master stroke by Herr Hitler was designed to effect closer merging of Party and State.

It completely changes the form of the German Gov- ernment by formation of a Privy Council which will not replace the Cabinet but will be the over- riding nucleus thereof, ostensibly to advise the Fuehrer on all matters of foreign policy but actually to advise him on all important matters. Simultaneously the Cabinet yesterday decided on an important recall of Ambassadors, the mean- ing of which hitherto has not been explained.

In addition to Herr von Rib- bentrop from London, Herr von Papen, from Vienna, von Hassel, from Rome, and von Dirksen, from Tokyo, have all been recall- ed. The successors have not yet been announced.

“NATURAL EVOLUTION” The sweeping changes are offi- cially interpreted as a natural evolution in the Third Reich mark- ing the end of the first five-year stage.

Yesterday's changes have been a long time in preparation.

It is disclosed that Baron von Neurath recently asked permission to retire. Herr Hitler wrote to him. yesterday, ́ stating that his knowledge was indispensable and, while relieving him of the Foreign Ministry, he wished to retain him as counsellor as a head of the State "who has helped me faith- fully for five serious years."
