KAIZO EDITOR'S U-Dis PENCHANT FOR MIS-UNDERSTANDING

The interview granted recently by General Matsui, Central Japanese commander-in-chief min China, to the editor of the monthly publication "Kaizo," has prompted the Japanese Govern- ment to issue an official statement.

A spokesman of the Foreign Office declared yester- day that General Matsui's remarks were com- pletely misquoted by the editor of the maga- zine, who, the spokesman recalled, also mis- quoted the recent statement of the Japanese Home Minister, Admiral Suetsugu.

The editor of "Kaizo” had assert- ed that General Matsui had declar- ed: "I neither received nor expeet- ed instructions from Tokyo.”

The Foreign Office spokesman said that this remark "was not compati-" ble with the actual facts of the situation," and that it was "extre- mely probable" that the editor had "misunderstood". Gen. Matsui, since the latter naturally receives orders: from Tokyo although he is compet ent to decide local matters in the territory under his command.
