STALIN VOLTE FACE ON FOREIGN POLITICAL ACTIVITIES ALLEGED

Stalin's foreign political schemes having met with failure, he has now resolved, says A. J. Cum- mings, the well-known publicist writing in yester- day's "News Chronicle," to concentrate on the in- ternal task of achieving full industrialisation of Russia with a view to putting the country into a condition in which it will be able to ward off simul- taneous attacks from east and west.
In asserting Stalin's volte face, Mr. Cummings says that it was the Russian Dictator's original in- tention to form a large international bloc to com- bat the Fascist powers..
Failure to achieve this intention has been primarily due to the res- traint shown by Britain.”

A Japanese military spokes- man yesterday admitted that the Chinese are busily constructing another Hindenburg Line" along the right bank of the Yel- low River from Tungkuan to a point 60 miles inside the Shan- tung border.
