PROVISIONS OF TREATY
Brussels, To-day.
The memorandum despatched to Japan by the Nine-Power Conference consists of two pages of typescript, in which no mention is made of Article VII of the Nine-Power Treaty, which calls for ne gotiations among the signatories in the face of cer- tain political facts affecting the Treaty of 1922.
The memorandum consists of seven posts: The first merely takes note of the fact that on November 3, the Conference was notified of Japan's
