Conclusion of the Sino-Soviet Non-Aggression Pact has thrown Japanese quarters into a flutter, as they suspect that the new treaty must contain secret military clauses.
The treaty delivers a knock-out blow to the Japanese hope to establish a Sino-Japanese front against the Communists, which, before the present crisis developed, was one of the main Japanese de- mands for settlement of outstanding issues be- tween Japan and China.
