It is understood that there was a dramatic de- velopment at yesterday's meeting of the Interna- tional Truce Commission. The Chinese representa- tives said that they could not guarantee the invul- nerability of the International Settlement, and re- peated the charge made in 1932 that the Japanese used the Settlement as their base of operations.

Consequently, there is a possibility of hostili- ties extending even into the Settlement itself, though it is not apprehended that this would involve any area to the south of the Soochow Creek...
