The first inkling of the Adminis- tration's relief and social leglain- tion plans for the next Congres was revealed when President Roose- velt indicated that the housing pro- gramme would be developed until it co-ordinated as part of the rélief set-up designed to make relief-roll "members self-sustaining.

It appears that the subsistence of the homestead idea is at present experimental, but is likely to in- clude a housing esjansion pro- gramme; probably through Con- gress allocating new Public Works Administration funds.

The President indicated that the only finemployment insurance plans) at present under consideration in- volve Federal rontributions to sup-[ port the overhead costs of a na tional system, probably one in which employers, ami employers will con- tribute to a fund which the Trea- sury will handle.
