STATEMENT IN COMMONS.
The recommendations of Admiral Larken's committee on lower-dock promotion to commissioned rank were revealed by Mr. Alexander in the House of Commons: Certain weaknesses in the original "Mate Scheme" have been remedied, and promotion to the highest rank is now open to boys.
The outstanding features of the changes, approved by the Board of Admiralty, are briefly ne follows:
