Steel.

Why a tariff was refused to the iron and steel industry was explain ed recently by Mr. William Graham, President of the Board of Trade, when speaking at Scunthorpe, Lin- colnshire.

Within recent years, he said, the Industry had pleaded for a tariff as virtually the only method to meet the changed conditions of world competition. That subject was fully investigated by a civil re sech committee, under the late Conservative Government, of which committee many Cabinet Ministers were then members. They found that the application of a tariff to
