The memorandum points out that, to a greater extent, perhaps than any other industry, shipping is the subject of special legislation, regulation, and supervision princi pally designed to promote safety of life at sea. The administration of the great bulk of this is entrusted to the Board of Trade and dealt with by the Mercantile Marine De- partment of the Board, costing, at
