A main principle of insurance is, however, the spreading of the risks, and it is the prudent policy of underwriters to maintain a re- lation between the amounts at risk on individual ventures and| their total premium incomes. This means that the amounts on each risk shall be such that in the event of a total loss the claim could be met without undue dis-i turbance to the whole account. In considering this possibility they consider the character of the risk, including the prospects of salvage in the event of disaster.

It is true that there is also the possibility of a series of excep tional losses within a short time

which would much exceed the total of the premium income for a year but this is a

contin- gency against which they cannot well guard, and it is one of the purposes of the reserve funds to provide for such a contingency.
