CROWN OF ST. STEPHEN.

THE QUESTION OF A HABSBURG RESTORATION IN HUNGARY.

A few weeks ago, about the time when Count Bethlen, was Mus- golinita guest in Rome, It still was the anxiously guarded secret of a

a circle of initiated persons, Now it is declared with certainty that Italy has renounced her or iginal resistance against the can- didature of a prince of the House of Habsburg for · the crown of St. Stephen, and that she is ready to consent to a solution of the question of Hungarian kingship in the legitimist, sense. Italy will, there fore-assoon as this question reaches a point of maturity-and this may be the caso in the near fature-be in favour of the assump- tion of the Royal power by young. Crown Prince Otto, the son of ex-King Charles, and there is talk of a future marriage between Otto and an Italian princess.

Bulapest for years past represented the point of view that the "law of dethrone- ment" was only passed under foreign pressure and that therefore it is null and vold and must be can- celled at the moment in which the Hungarian nation regains the liberty of expressing its own will and intention. Then, however, ne- cording to the Hungarian, con ception, only the eldest son of the last crowned King can assume the heritage of his father and set forth his claims to the crown of St. Stephen. The second party is that of the "Free electors" of a King and it consists in the majority of the lesser nobility and the Hun garlan Protestants. This party too does not recognize the "law of dethronement." But they want the country to have full rights of free choice when the decisive moment comes, and decline to bind themselves to any points that may result from the so-called "prag- matical Sanction" concerning the rights of succession of the former Imperial House. Their candidate, however, is also a prince of the, House of Habsburg, Archduke Albrecht, the son of the Austro- Hungarian Commander-in-Chief during the Great War, Archduke Frederic and of Archduchess Isabella. A good deal of pro- paganda had been made in favour

Undermining Action/ The recent visit of the Hungarian Premier te Rome, is said to have had the chief aim of concluding the diplomatic negotiations which had been proveeding, for some time in this matter. Count Bethlen, in this conjunction acts in accordance with an old trend of thought which ultimately aims at putting an end to the administration ΟΙ the Hungarian realm by Horthy. It is well known that between Bethlen and Horthy serious differences of the candidature of Archduke opinion existed formerly and that Bethlen actually made use of cer- tain means in order to undermine the position of Horthy. It was pos- sible subsequently to attenuate this personal conillet to the point at least, that Bethlen gave up the out-ly simultaneously the ward appearance of hostility against Horthy. Horthy himself, over, has not taken any part in active politics for some years past and only figures as an ornamental personage. If however, as is rumoured in initiated circles, Count Bethlen has been urging the candidature of King Otto in Rome and if it is true that he has obtained the alleged consent of Mussolini, or at least his tacit consent to the solution of the question of kingship for a member of the House of Habsburg, he has after all only drawn nearer to his own original goal, which is to see the Sent of the Administrator of the Hungarianny serious opposition to cope with, if it starts its propaganda realm vacated by "Horthy. It is perhaps not only a coincidence that near- news is spread that the pretender to the throne who represents the party of the "free King electors", has the intention of marrying, against the wish of his parents, a lady of Budapest society, the divorced wife of a high official. It is said that the Prince. In spite of the

The peace treaty itself does not contain any stipulations regarding a loss of the throne through the Habsburgs, and only after the second attempt of Ring Charles to regain the throne had failed, did the Hungarian parliament, by Instruction of the Allied Powers, pass a law pro- nouncing this loss of the throne and simultaneously the banishment of the King.
