The establishment of a base at Singapore

was first considered in 1021, but it was not until two years later that the work was started. In 1924 all work was stopped by the Labour Government, an action which caused consternation in Australia and k the Government of that Dominion io take drastic steps to modernise

their Fleet. In 1925 the new Gov- ernment re-started the work where it had been left off. New Zealand and the

Federated Malay States showed their senac of the import- of the tage by promising one and two million pounds respectively towards its completion; Hong Kong subscribed a quarter of a million. The work proceeded, most of the muney spent being that subscribed
