Sino-Japanese Treaty?
It is indeed gratifying to know that the Tsinan incident has been satisfactorily settled. Japan is to be commended for her sincere ex- pression of friendship ir waiving her claim to an apology and agreeing to a joint expression of regret for an incident which both parties are willing to forget.

The point is that China takes the attitude, not only with Japan but with other Powers as well, that either party to a Treaty may abrogate il at its pleasure.
