CHAKSANG Tian via Stow & SHOPSANG Yesterday his Worship heard an application made by Sub-Inspector. Tian via Stow & Bhat Ttan via Stow & Shut Andrews, of the Water Police, for

Kobe via Amey, Holt & a review of the case.

Yokohama

The Inspector explained that at the beginning of the year the quota of hawker's licences issued to native craft was 200 and the defen- dants' application came in after the quota had been alled, and therefore they did not receive licences. In February, however, the quota was Increased to 600 and if the defen- dants had made another application they would doubtlessly have received licences. However, it appeared had no means of that defendants knowing that the quota had been raised, and therefore it would be imposing a hardship on the defen- dants if their fines were allowed to stand.

His Worship accordingly quashed the convictions and ordered the fines to be remitted.
