The desirability of Dublin a free port was advanced, by Mr. J. Mallagh, engineer of the Dublin Fort and Docks Board, at a sitting of the Ports and Harbour Commission in Dublin, Mr. Mallagh urging that the present develop- ment of road transport is crippling] the railways, and that water trans- port being cheaper, will ultimately result in overseas trade being een-| tred, in Dublin. With Dublin made a free port, he contends, it would! enable redistribution to be made over a wide area. Mr. Mallugh in the course of his remarks sald:-

"A free port is really a customs) free port. A free port may be de- fined as an Islanted enclosed and policed ares within or adjacent to a port of entry without a resident population, and furnished with all the necessary machinery for land- ing and loading and unloading cargo, supplied with fuel, ships' stores, means of assembling part- ly manufactured goods and reship- ping them or sending them across a land customs frontier. It simply means that the area will not be aubject to the control of customs officials and that anything done within its bounds can be done as freely as if the goods were aboard
