HIS EXCELLENCY'S REPLY.

On the occasion of the depar- ture of the 1st Cruiser Squadron from Hong Kong, the following messages were passed between Rear-Admiral Boyle, Command- manding, and H.E. the Officer Administrating the Govern- ment:

FREIGHT WAR IN AFRICA.

GOVERNMENT THREATEN STRONG ACTION.

Bintang (1,725) Danish, from Bangkok, Swantow-Kwong Guan Seng: passengers, 1,483 tons rice for Hong Kong.

Cape Town, Oct. 18. An acute stage has been reach- ed in the freight war, which broke out in April, between the Confer- ence lines, of which the Union Castle Mail. Steamship Co., Ltd., is the leading member, and the Britons general (through). fish and Continental-South African line, headed by Sir Robert Thomas, M.P.

Atago Maru (4,516) Japanese, from Manila, N. Y. K.: 84 tons: Keneral cargo for Hong Kong, 1,026

This was due to the Union Castle line offering to grant shippers of wool and similar produce a rebate of 15 per cent. on the current rates, provided they exclusively used the Conference steamers.

The wool-buyers met at Port Elizabeth and strongly condemned the Conference lines' tactics.

Repercussion In France.

A repercussion of these events was felt in Roubalx, France, where the wool importing interests re- fused to sign contracts with the Conference lines.

The Union Government have now intimated that the Union Castle line's offer of 15 per cent. discount is a breach of the law and violates the terms of the Government mail contract with the Company, and threaten the possibility of giving a year's notice to terminate the con-: tract, unless the offer is withdrawn. Government threaten also force the existing legislation, en- abling a differentiation to be made in harbour charges. It is surmised that the latter would consist of a Burcharge-equivalent to the dis- count offered on the shipment con- cerned.-Reuter.
