The "China Mail" has received the following communication for publication from the Secretary of the China Coast Officers' Guild and the Secretary of the Marine Engineers' Guild of China relative to the 10 per cent. reduction in salaries which is now in force and the decision of the officers and engineers of the China Navigation Co., Ltd., to go on strike on June 30 if certain demands are not complied with.

So much has appeared in the local Press in recent months con- cerning the dispute between the China Navigation Company and its foreign floating staff (repre- sented by these Guilds) in regard to the reduction of the salaries of masters and deck and en- gineer officers by 10 per icent. Q - from April 1 last, that the public will be gen- erally au fait with the main points of the dispute. In view of the ap- parent imminence of a serious rupture, however, and of the man- ner in which it inevitably will affect the public, we are instruct- ed by the Management Com- mittees of our respective Guilds to make known the following! facts, as showing the undoubted right of the Guilds in their in- sistence on the matter being re- ferred to

"In case the Adjustment Board fails to adjust the ques- tion, the matter to go before an Arbitration Board com- posed of one arbitrator ap- pointed by each side and a third by these two.
"It is understood that the finding of the Adjustment Board is only binding on both sides, if unanimous; the find- ing, however, of the Arbitra- tion Board is binding on both parties. The members of the Adjustment Board will refer to their principals, and its sittings will be adjourned for this purpose, as often as may be required.
The foregoing clearly shows that the Agreement which the China Navigation Co., Ltd., now seeks to abrogate was, in fact, the very document demanded by them before they would concede recognition of the Guilds.
