Although the present call for bids for a number of steamers from the merchant feet belonging to the United States Government is only a The British steamer was on matter of periodical procedure, voyage from Rosario to St. Vincent there appears to be a renewed with rice, when she stranded on the quickening, of discussion in América cliffs of the island of Fernando about the future of the Govern Noronha on the evening of the 8th mont-owned ships. They are not of July. Early on, the morning of getting transferred into private the 9th of July the seamen were hands with anything like sufficient picked up by the Germans, and lator
landed on Fernando Noronha. speed, and it looks as if most of the ships ut present in the Govern ment-owned fleet will outlive their usefulness without attracting buyers. This is not likely to alter the declared policy of the United States. Government to sell its ships | only to American citizens. "On the contrary, there is a good deal of talk of trying to persuade Congress to subsidise private American ownership.
The fact that the ships are pur chasable by American citizens at absurdly low prices itself consti- tutes a form of subsidy, but the difficulty is that they cannot be operated without loss irrespective. of Any capital values. The Government fleet at presont amounts to over 5 million tons, of which only one-third is in service, and the ships that are in service call on the Treasury to fortify their accounts year by year.. No provi sion is made for replacements, and it is perfectly obylous that few of the ships will ever get replaced.
