VERDICT.
Shanghai, January 16. The Naval court of inquiry into the collision between the "Empress of Asia" and the "Tungehing" on January 11 returned a verdict that the commanders, of both vessels were to blame..
The court says that although the "Empress" was navigated in a seamanlike and proper manner, the commander should have stopped or reduced speed the moment when he first ported his helm.
As regards the "Tungahing" the court considered the master committed an error in not altering his course sufficiently at an early enough moment.
"
Of the two ships the greater degree of responsibility is attached to the "Tungshing," but the officers of both ships conducted them- selves properly after the collision and took all possible steps to save life.
