The position seems to call for very strong remonstrances from our Gov- ernment to its partners, or allies, or whatever they are to be called; but the strongest remonstrances of all seem to be due to the Soviet Gor- ernment of Moscow, which engages in this hostile conspiracy in the East for while professing its desire amicable understanding and com- mercial intercourse in the West.
