Responsible quarters are of the opinion that the Government does not expect immediate proposals from all debtors, but it is thought that some will respond with offers on which preliminary conversations can be initiated.

The opinion in Washington seems to be that the International debt problem. centres in France and that once France has taken steps to place her debts to the United States and Britain on a long term basis there will be an im mediate move by other powers.

Private advices say that Italy can be expected to submit a fund- ing proposal soon after France has arranged for the payment of her debt."
