GENEVA, September, 26.- The third committee o of the League Assembly has adopted resolutions, dealing with the control of International commerce in anus, munitions and was Implements to the effect that the draft convention should be submitted to members and non-members of the League at the proposed Conference in April or May 1925.

BERLIN, September 26. Replying to the French Note, announcing a 26 per cent. levy on-afl Germani' Imports, the German Government has present a Note to Paris.
The German Government declare their read iness to co-operate with the French, in collecting the levy for the transitional period, on condition the Agent-General for Reparations guarantees that Germany will be credited with, the monthly yield of the levy, and that disbursements and percentage for costs of administration will be refunded to Germany,
But the German Government regret that the French Government have taken measures, which will severely impede Franco-German trade.

M. Chicherin bitterly attacked Mr. Hughes, United States Secretary of State.
M. Chicberin accuted him of unconquerable hatred for the Soviet Governu:ent.
He declared Mr. Hughes was the defender of American oil interests and the personification of world reaction and aggressive imperialista. His hostility to Russia had led the Soviet Government to anticipate the possibility of an early renewal of imperialist attempts for the economic blockade of Russia.
M. Chicherin declared, that Mr. Hughes' argument that economic relations were impossible because "Russia was an economic vacuum,” was refuted by development of Soviet exports- especially wheat and imports of American cotton.
