The master on whose junk were found three sacks containing 1,490 taels of opium was given the benefit of the doubt by Mr. E. W. Hamilton OF the Kowloon Magistracy yesterday afternoon as to whether he knew they were there.

The extreme parties of the Right and of the Left have not been able to formulate a political programme that can be performed without the greatest risks for the very existence of the state. The last elections created only a small majority for the middle purtles. The foreign policy of the other power so seri ously reacted "upon Germany's economic and political life that there was danger of its complete day. convulsion. That danger is momen-

tarily averted, particularly by the turn of political events abroad and the change in French policy.

After

the disruption of all former ideals by the war and its Consequences, however, stato authority in Europe is on the very edge and is bound to be shattered exposed to any more violent shocks. The policy of diplomats everywhere ought, therefore, to be to maintain and preserve the ex- isting state authority in all countries.
