MELBOURNE, March 19. Mr. S. M. Bruce, the Prime Minister, has made available his cable to Mr. Ramsay MacDonald stressing the necessity of the Singapore base and pointing out that without it the existence and prestige of the Empire would be endangered.
The Commonwealth considered that a decision not to proceed with the base would be imperilling: the Empire and would strike'a fatal blow at the League of Nations.
It was obvious that without the base Britain' would not be able to maintain the quota of capital ships which the Washington Conference permitted her.
Finally the Commonwealth urged the Imperial Government to reconsider the decision, promising to submit to Farliament proposals for a substantial contribution towards the cost of the base.
[An earlier cable slated that Mr. Geoffrey Drage in-a-letter-to-the Times, in connection with the Singapore base, dwelt upon the policy and needs of Japan, which he declared completely controlled the West Pacific, and now aimed at the mastery of the islands in that area, and the con- tinent adjacent thereto. "Japan will be ready in 1930, if not before, and peace can only be main tained if it is perfectly clear what our Far Eastern policy is, and that we mean to stand by it. Other- wise we shall drift into war, because the Pacifists will be again taken as speaking for Britain. The Naval base at Singapore is the test of our resolus tion.]

DEFENCE MINISTER RESIGNS.
ARMY TROUBLE SEQUEL.
DUBLIN, March 19. It was announced in the Dail to-day that the Defence Minister, Mr. Mulcahy has resigned. The Government demanded the resignations of the Adjutant-General, Mr. O'Sullivan, the Chief of Staff McMahon, and Quarter-Master-General Omuirthile.
The Home Minister stated yesterday night that operations had been undertaken without authority from Mr. O'Duffy or consultation with the Execu- tive Council.

The Home Minister, Mr. O'Duffy said the Ex- ecutive Council were not satisfied that the menacing divisions and cleavages in the Army existed with out the knowledge of the heads of the Army..
General O'Duffy who was appointed Minister of Defence and Inspector-General of the Army would exact absolute discipline.
General Mulcahy said the Government in his opinion were condoning the meeting.

The Netherlands already took an important part in commerce, with Russia, The question of de jure recognition depended on the goodwill of Russia and respect for Dutch political Institutions.
He hoped the day was not far distant when Russia would again be admitted into the family of European nations, but that depended primarily on Russia's good faith.
The Government considered, the tonour of Viscount Cecil's mutual guarantee pact opposed to the most fundamental feelings of the Dutch people. Small states would become the military reserves of powerful ones, which would stultify the League so far as small States were concerned.
The leaders of the Catholic, Socialist and Historical Christian Parties expressed agreement with the Government attitude in this matter:

UNIQUE EXHIBITION SCHEME.

LONDON, March 19. In the House of Commons, moving an estimate of £118,000 for the Empire Exhibition, Mr. Wm. Lunn, Parliamentary Secretary of Overseas Trade, stated that it had definitely been decided the King should open the Exhibition on St. George's Day, April 23, with a view to capturing the imagination of visitors.
The Government was embarking on a novel scheme of organising a unique pageant depicting the birth and growth of the Empire and the Empire 'to-day.
The services of leading British artists had been secured and M. Louis Parker, Sir F. Benson, Mr. Granville Barker, and Mr. Rudyard Kipling were responsible for most of the libretto, Sir Edward Elgar would compose the music.

The disorders have culminated, according to a report by the American Minister, in a serious outbreak at Tegucigalpa where drunken 501dlers are firing on the American Legation and Consulate.
