A correspondent writes us about a difficulty he has encountered which has been by no means un common during the last few years, says'a Home commercial paper, He shipped recently several báles of cottons to a Baltic port and insured them on the ordinary marine policy, including the Institute Theft and Pilferage clauses.. The goods were an intermediate transhipped at port, and when arrived at their ultimate destination it was found that a bale was missing. U. S. MAIL DELAYS.
In reply to a complaint by the Manchester Association ofÏme. porters and Exporters of the exces sive delays in the delivery of mails from the United States, the Past master General has stated that the difficulty is due to the withdrawal of the faster transatlantic ships during the winter months. The Importers and Exporters' Associa- tion, in their letter of complaint, pointed out that the delays were restricting business, as bills of lad ing have been taking so long to arrive that it has almost become a regular practice for importers to have to give letters of Indemnity for the delivery of their goods. In some instances malls have taken as long as twelve or thirteen days to cross, both outwards and home- wards. After expressing his, ap- |preciation of the necessity for a speedy and regular mail service, the Postmaster General observed in his reply that during the winter] months some of the faster ships: are withdrawn from the service for want" of traffic and consequently" the serdce is not up to standard for three or four months of the year. All the regular contract
| packets, he added, have now re- | turned to the zerv and there is
