SOLVING THE REPARATIONS PROBLEM,

AMERICA'S EYPORTS.

New York, December 31 The Associated Press London correspondent states that it is understood the United States, at the request of the German trade commission, of whom Herr Ocao is the head, bae begun negotiations with France and Britain with a view to the appointment of a commission of American business men for fixing a new basis for reparation payments.

It is stated that Britain's consent to such a plan has already been transmitted to. Washington and an early reply from France is expected.

It is understood that a proposal, has reached the United States Government, through the United States Chamber of Commerce, which was asked by Herr Cuno and his associates, to appoint a commission headed by Mr. Hoover to visit Germany and impartially survey the financial and economic situation there.
