WHAT CONSTITUTES CRUELTY?
Inspector Speak charged a Chinese before Magistrate Orme this morning with orgelty to a bullock by over loading its truck and striking it with a heavy block of wood when it could not walk.
The defendant said that he was late for market and when they came to an incline he struck the bullock to urge it to speed up to make the hill.
Inspector Spear told the Magistrate that there were no marks on the bullock. He refered the case to the V.S., and the latter considered it a bad case of overloading, and instruct ad him to bring it to Court.
