IMPORTANT DEVELOPMENT.

LONDON, March 3; The economic commission of the souncil of the League of Nations bas waken measures to carry out the international credits scheme adepted at Geneva. A sub committee consisting of Messrs. Avenol (France) Strakosch (South Africa) and Termenten (Holland) provisionally takes over the`duties assigned to the international commission recommended under the scheme.

LONDON, March 4.

Sir Drummond Fraser, Joint Managing Director of the Manchester, Liverpool, and District Bank, has been appointed organiser of the Termeulen credit scheme to aid distressed European countries.

HEAVIER TAXATION.

DELHI, March 3.

Introducing the first budget under the new regime, the Finance Minister announced heavy pew taxation to meet the deficit of twelve crares in the present year and eighteen in the next. The ad valorem duty is increasing from 7 to eleven per cent. This includes cotton goods There is a twenty per cent, tax on luxuries, a 10 to 15 per cent, increase on foreign sugar, and increased taxes on tobacco. The Minister fore shadowed the appointment of a fiscal commission to examine the tariff policy, including the question of imperial preference. · «

"WASHINGTON, March 4..

President Wilson vetoed the emergency tariff bill. The House accepted the Senate's compromise on army appropriations, for 156,000 men. The measure has gone to the President. James Davis is an active Labourite member representing the iron and steelworkers' association.

Vetoing the Tariff Bill, President Wilson expressed the opinion that the American farmer at present had more need for a better system of domestic marketing and credit and opening to foreign markers than pro- tection from foreign produ 15-
