A communique from Lucerne emphasising the complete agreement of Britain and Italy as regards the need for the re-establishment of world-wide peace and the steps which the two Governments have taken to restore com- munication between Russia and the outside world, declares that Mr. Lloyd George and Signor Giolitti heard with profound regret that the Soviet Government had, in spite of repeated official assurances to the contrary, sought to impose upon Foland conditions incompatible with its national in dependence.
