A QUESTION OF ECONOMIC
POLICY.
It may be that we are unable to take the right perspective of the world's industrial situation, and thus we are apt either to exaggerate or under-estimate the influence of the developments which have taken place in other countries upon our own. industries. But one fact stands out with unmistakeable emphasis. Those countries. which were "formerly out most formidable competitors in trade and commerce are to-day in as good a position as they were in before the world war if not, indeed, in a better ore. Countries which took no active part in the war have developed their manufacturing capacity to an exor mous extent, and have thus increased the measure of competition which cur manufacturers must face.
In the absence of a settled economic policy at home, restrictions and irregularity of output in practically every industry are inevitable. The effect of this upon labour is, as we know, from past experience, disas. trous. In pre-war days, those in- dustries which demanded the employ. ment of skilled workpeople could only give the workers irregular employment, with the result that the workpeople were encouraged to migrate. The effect upon the workers and upon the industry was to interfere with the attainment of the same degree of efficiency which is obtainable where continuous and steady employment is secure. The is plea for increased production meaningless unless at the same time we take steps to ensure that produc tion will not be discouraged through the competition of State-aided foreign competition. In other countries the economic policy is so designed that the manufacturers enjoy a full and steady output, and are thus en- couraged to develop production not only of key industries, but of the thany industries dependent on those "keys."

Among catalogues and letters from Germany which have recently come ander notice are those offering for sale various types of machinery and rotary brushes. Another piece of evidence is that from a firm in Switzerland who are now offering mills for rolling metals which were formerly made in Germany.
We reproduce here a letter written by the Swiss sellers of German-made rolling mills to a firm in this country The letter, with the omission of cer- tain names, is reproduced exactly as written.
This particular form of camouflage isst what was expected, and it is as well that the British firms should be on their guard as to the real origin of the goods that offered them. The catalogue to which reference is made in the letter reproduced above bears the name and address of the original German firm, and is printed in German, French and English. It bears signs also so far as a catalogue is capable of doing so, of the ability of the manufacturers of the mills in question to produce on a very large scale.
