Most cases of in- "creased rentals were due to change of ownership. The new owners having paid enhanced prices- had to Increase rents to get a fair return.,
In his own case, as everybody pow knew, he had leased his proper ties to different individuals by tender, through Messrs. Lo and Lo. Before that he had never raised his rents for twenty years, and he did not Charge his tenants with the house tax, which cost him something like $10,000 a year.
He had heard that ore of his lessees fad given notice that he was raising the rents to an amount that seemed unreasonable. He had re control, of course, but he had taken the liberty of remonstrating, and through his solicitors advised the gentleman to go slow." He understood that the notices were then amended and the proposed increase reduced.
In cases where tenants had enjoyed exceptionally cheap rents for many years, any increase would naturally come as a shock.
