A statement has been issued by the Irish Dominion League, a new body with which the names of Sie Horace Plunkett and other prominent Irishmen are associated. The League will urge the policy of self-govern- ment for Ireland upon the status of a self-governing dominion. “
Under such a settlement, it is explained, the Irish representation,at Westminster would cease, and all Irish legislation would be enacted in Ireland."
The Irish Parliament would have complete control of all internal government, and would levy and collect all taxes, including Customs and Excise duties. The trade rela- tions with Great Britain would be mutually agreed, probably on a Free- Trade basis. Naval and military defence would remain under Imperial control, and there would be an agreed .contribution from the Irish. Exchequer.
Ulster Unionists are asked to state what special safeguards they demand, and. Irishmen are urged to unita in support of a form of government which has satisfied Irishmen abroad: wherever it has been tried.”

1. In recognition of the inherent right of peoples to political and-- economic freedom, and as the only possible remedy for the disorder and unrest which disturb the present and darken the future of our country, we, the undersigned Iristen, of bereto- fore divergent views, have formed ourselves into an association called the Irish Dominion League, to pro- mote the immediate establishment to self-government for Ireland within the Empire.
2. Our demand is for a measure of freedom that will satisfy our national aspirations and give full scope for the development of our race in accordance with the promptings of its genius. At the same time, we have framed a scheme which we believe to be possible of attainment in existing circumstances.
3. In the status of a self-governing dominion we find all essential con ditions supplied. It recognises our distinctive nationality, it offers us an equal place in a great common- wealth of free nations and, our demand once conceded, it will enable
