At last it appears that we may get a vote in Parliament on the release of conscientious objectors.. Eighty-seven members of the House of Commons have expressed their. desire for the opening of the prison. doors; and though about fifty others have met and registered their oppost- tion, yet it is a good omen that the subject is not only to be kept before the House, but that the country will

have an opportunity of knowing who

are really responsible for the mainten ance of this flagrant' Injustice.

Other methods of maving the Goverment to action have failed. In vain,, have deputations' visited the Home Secretary. In vain have appeals been signed by represen- tatives of all classes in society and all schools of thought; in vain does the press tell us that "the treatment. of conscientious objectors by the State is the most discreditable. thing in the history of the war!” In vain are the resolutions of the Churches and of public meet- ings. Nothing counts. The military rules. The Home Secretary tells.me "he has no authority to give exemp tion from military service; but somebody can set the Sinn Feiners free, though accused of treason; somebody can release the Derby prisoners, committed for a deliberata. attempt, on the life of the. Prime Minister why cannot men like Dr. Doncaster. Dr. Fairbourn, Roderick Clark, Maurice Rowntree, and hun- dreds of citizens of high character. and of known devotion to public good,

years for the same offence and sub- jected to the extreme punishment of hard labour for refusing to do what their conscience forbade a refusal that by the law gave them a right to exemption, why cannot they be set free?

The Home Secretary may not be able to set them free; but Parliament can alter that situation in a day or two if the Government wishes. It can introduce and pass another "Con- scription Act, as it is now doing: and it can give freedom to these persecuted sufferers if it will. Accord ing to our history and Constitution the House still controls the military. We are not a soldier State as Ger- many was. We are a civilian people, ruling ourselves; and if this Govern ment wishes to carry out the will of the people and do justice, nothing stands in the way..

The people are increasingly weary of keeping up this needless cause of irritation and unrest. They know, as Sir Donald Maclean says, (1) that eight out of ten of the conscientious objectors were genuine, and that a large proportion of them were the victims of wrongly administered: law(2) that they have paid the full penalty of the law and ought not to be sentenced three and four times. for the same offence; (3) that many of them are reduced to a low state of vitality, and are being slowly "done to death" or idiocy by being kept in prison; (4) that if every conscientious objector were released to-morrow the demobilisation of a single man would not thereby be delayed; (5) that the country needs these men- men who "reverence conscience.as their king," and have a sense of vocation to help us build a better world; and (6) that our country, known all over the earth for its devotion to freedom of conscience, ought to have the stain of this persecution wiped out at the earliest possible moment.

But we may not forget that it is a complete release that is demanded. A compromise is of no use. Con- science does not compromise. It reigns. It is supreme. It does not make conditions. It never bargains. It endures to the end, ever though the end be death.
