REMARKABLE:EVIDENCE.

Colonel Raymond Robbins, the head of America's Red Cross Mission sent to Rusala immédiately following the overthrow of the Tsar, and who remained in Russia in that capacity imtil last

June, gave

remark. able evidence recently before the Senate Committee which is investiga- ting Bolshevism. Previous witnesses had.pletured Colonel Robbins as the defender of the Bolsheviki, and as the one man in all America who was absolutely trusted by Kenin and the Lother leaders of the Soviet Govern ment. Colonel Robbins did say some klad words for the Bolsheviki, but denounced the movement as a menace to the whole world, and said that. any man who agitated for the over- throw of the Government of the United States should be arrested, tried, and jailed. Lenin himself told him, Colonel Robbins said, that one of the ambitions of the Bolsheviki was the overthrow of the American form of Government, and the sub- stitution for it of the rule of the proletariat, along Eines such as prevail ia Russia.

Colonel Robbins told how the Allies failed in Russia, and admitted that the boastful American spirit led the Russians to quit. At the time unrest was greatly prevalent in Russia, and the people were weary of the heavy losses at the front, coupled with the distress at home. The Russian soldiers were told by the Allied propaganda that Amrica had entered the war to help Russia win her freedom. The Russian

Robbins, that America was sending 40,000,000 men to France, and that the United States, to help the Allies- 20,000 aeroplanes were going from in the West. They were told that with America in the war the Allies would win in a walk. heard all this good news the Russian When he soldier shook his head and said, "Wel, if they are going to win in a walk, it is no use for us to keep orr fighting. So we will just go home.” And that was exactly what he did.

In the Russian mind the Allies were sharers in the common cause af Tsarism, and in perpetuating the old class rule and caste form of Government and administration, and

while, during the great unrest, bread was necessary, so also was education. The Allied representatives did what they could, and one patriotic American there, Colonel William B. Thompson, of New York, spent a million dollars of his own money to fett Bobhevism; but more money. was needed, and the American Government, to whom application was made, did not respond promptly, and in the manner needed.

Colonel Robbins spoke of a heated conference of the Allied representa- tives, and paid a compliment to General Knox, representing Great Britain as a very able and patriotic officer. In the meantime, German agents were exploiting the situation in various ways. Trotsky had Lenin were anxious only for the spread of Bolshevism, and in the turmoil they could not prevent the Germans seizing a large number of powerful feld guns made in England and quantities of ammunition, also from England, being sent from Rums Roumania) to Germany's Eastern or Western): used against the British and Ameri front, where the guns were actually

Colonel Robbins quite frankly that can troops. Trotsky and Lenin told, they could not help themselves, be- cause the Russians wanted bread and peace.

Colonel Robbins told. how the Allied representatives. tried to find some way, to bridge over the differ. ences separating Kerensky's Govern ment and the Soviets. Colonel Rob- bins said they conferred for three hours and accomplished nothing.

Russia, headed by Mr. Elihu Root. As to the American Mission to witness said that great statesman is sadly handicapped because the edi. torials printed in the United States by the Yellow Press reached Russia, and they described Mr. Root as the Jackal of Wall Street," and the selfish tool of predatory wealth.” The simple Russian peasants believed these calumnies. Colonel Robbins concluded, by denouncing Bolshevism as a menace to the world, and fav. aured the strongest measures, being. adopted by the United States if any. body tried to plant Bolshevism here. -Daily Telegraph.
