If the progress of the negro is coun pared with that of the Russian seri, it is seen how vastly greater that of the negro has been. The Busalan serts were emancipated two years before the negro was given his freedom, and estimates mado in 1011 cradited the 14,000,000 former serta with the ownership of pro perty valued at £100,000,000. Only about 30 per cent. of the Russian pea. sants were able to read and writo, while 70 per cent of the negroes aro supposed to have an elementary education. The progress the negro has made is undoubt edly due to the way in which education has been forced into him. At the time of emancipatica, there were a few schools in the South for the education of negroes, although the general sentiment among slaveholders was that it was dangerous
