Where such a station is isolated it obviously especially inviten hostile attack from oversum, and it must in consequence is very efficiently fortified and must be provided with a garrison strong enough to maintain itself upsided for a considerable time. But there is so another point to be remembered in this connection.

The naval and military importance of these stations varios considombly in different cases, and to understand why this is so it will be well to look at the questiva from the enemy's point of view. The aim that an enemy with serious designs against the Empire will have in mind will be, if possible, to gain command of the sea-la gain command locally if it be impracticable to gain it generally. Warships stand in need of dockyards and of naval establishments where repairs can be effected nd “where they can replenish ammunition, and so on. As a matter of fact, however, only certain of our coaling stations provide these facilities and are naval bases in the true sense of the 1598 | word. Thus Hongkong is a naval station, while Singapore, Colombo, and Aden are not naval stationa; an enemy would there, fore have far more to gain by seizing Bosg- kong that he would by seizing the other stations, and the consequence is that à placa like Hongkong requires to be especi- Ally strongly defended.
