H. E. THE VICEROY AND THE PROVINCIAL FINANCES.
Since the Viceroy has come to the pro vince of Kwangtung he has, among other things, been looking into the local income. What puticular taxes are referred to vo can not say, but the sum anunta to 81,723,000.
This sum, however, is said to be quite in- alergunta when the capacity of the province is taken into consideration. It is assumed, that a large sum of money is lost on its way from the pockets of the tax-payer to the provincial coffers of the Viceroy. It is not possible to trace the alleged leakage or to determine who is responsible. The Viceroy, however, has ordered the Tron- surer to take steps so that this sort of thing is immediately stopped. Proper books aro 816 to be issued, and all those who have to to handle money aro to affix their "names to every account so that if there is any. lanlage in the future it can be traced.
