4. Drastic Proclamation. {

The Viceroy of Canbou on the 18th March lasted a proclamation forbidding all hawspapers painted in Hongkong in the Chinese langungo from ratoring Canton, of the ground that these journals are in the habit of publishing mischievous articles.
