The nation has a promise made by Mr Asquith in March of last year, and since repeated, that the two-Powar standard shall he saaintained. That standard he has himself expressly stated means in capital ships, by which battleships of modern design and artzotred crnisers of the In- vincible pattern are understood, that Eng- land shall have force equal to that of the next two strongest Powers, plus a margin for emergencies of 10 por cont. This is s lower margin than was provided in the not distant past when the preponderance was fixed, in accordance with the report of the three admirala in 1888, at 23 per cont. in battleships, but in view of the improved foreign relations of this country it will Berve. Still, we nught not to forget that it is the minimuma figuro,
POSITION OF THE GREAT NAVJES.
To ascertain the programme required for the British Nary in 1900, it will be neces Bary to examine the actual position of the great Navies in ships buils, building, or orderad at the opening of the year. Taking battleships firit, theso fall into classes according to their age, ns the efficiency of a ship dopards very largely upon its modernity of design (1) Dreadnoughts and Invincibles, which have the highest value; (2) modern ships of the pre Dread nought ars, not more than ten years old from the date of laying down; (3) older ships of the pre-Dreadnought era laid down fifteen years; and (4) ships on the era of obsolescence, laid down from fifteen to twenty years, with only a very limited life of value.
The position is, then, as follows:
