Gentlemen.On the 20th of September, 1900, an Imporial Ediet was issued pro bibiting the cultivation and use of Opium throughout the Empire within the period of ton years. According to a Report from the Ministry concerned the result of a inquiry into the question shows that up to the prosent progress bas been made in reducing the atos under cultivation of the

poppy plant in the various provinces.

As a matter of fact, the ares where the poppy has been cultivated in the Kiangoan portion of Kiangsu province, has been DOT reduced by oighty per cent while it is on record that from the slr provinces of Shansi, Yannan, Fulien, Aubui, Honan and Heilangkiang, or Northern Manchuria, memorials have been presented to the Throne reporting that the cultivation of the poppy will be entirely stopped by the winter of the prosent year in the above provinces. Even more than that, the gentry and merchants of the various pro- vinces of the Empire have everywhere started societies to exhort and assist opiam smokers to get rid of the bansful habit. For instance, we have an Association in Fakien provincs known as the Anti-Polson Society which has been making consider ahle progress in its campaign against the drug.

Indeed, from the present outlook, to gether with the state of Public Opinion throughout our Empire, there are grant hopes that the consumption of Opium can be stopped in its entirety before the end of the prescribed limit of ten years.
