As early as the reign of Elizabeth wa seo the genesis of that policy which ultimately resulted in modern Belgium and Holland! for Lord Burleigh designed the seventeen provinces of Flanders to form a separate State as a barrier against France and Austria; but it was not until the first part of the minstooth century that Great Britain, during the service of Castlereagh unsisted at the birth of a Netherlands State, whose King took the title of King nf the Netherlands and Grand Duke of Luxemburg.

The conditions imposed were that the King should rule se a limited Monarch, and that he should share with Great Britain the debt of £4.200,000 than owing by Russia to the Amsterdayo banks The independence of Belgium was obtained not, without some difficulty; and a staggle avor Luxemburg, and finally over the succession to it, has beca continued dowu to our own time. In practical politics this Duchy bea, howover, remained hitherto a part of the German Zollverein. Till 1866, indeed, it was part of the German Con- federation.

The political and strategic importance to England of usintaising the Low Countries (whether as one or two States) in a position of simed independence has been recognised all through the nineteenth century, and bas on more than one occasion been the subject of British action.
