The retention of this paralysing influence in school board elections is the price the Government had to pay for the acquiescence of the Nationalists in the Bill. These Irish members were ready, ucking on the in- structions of the Roman Catholic priosta, to wreck the Scottish Bill, and Mr Sinolie had to give way and allow the cumulative vote to stand. On the whole, however, we have to congratulate ourselves in obtaining legislation that will broaden sud deepen the national education system of Scotland.
