An Interesting Speech.
In the course of his speech at the annual nesting of the Itayal Mail Steam Packet Company, Ltd., Mr Owen Philipps, M.P. (Chairman) referred to the question of mail subsidios. He said

"would like to say a few words on the question of mail subsidies. The question of whether mail subsidies are or are not uccossary is probably ono about which there will be difference of opinion for many years to come. This company has had somewhat extensive and experience of all four systomus of car riage of rails, namely:-Firstly, mail Bubsidios with fixed dates of sailing and a guarantee of spiced; secondly, mails paid for at a fixed poundage into with ixed dates of sailing, int without any guaran- tee of speed; thirdly, mails paid as private whip letters at por letter without any fixed dates of sailing and without any guarantee of speed; fourthly, mails carried free. Those are the only methods I know by which mails are carried. We are still carrying pills free at a loss for countries, it I hope before long they will be able to pay' this company for the services they Either i the it are rendering.
