Several times in the history of Sant Francisco it has been necessary for the citizens to take charge of their own affairs because of the inability or unwillingness of the regular legal authorities to afford them the protection they lind 'n right to expert and demand. It was en in 1871 and 1850. Vigilanes committees have played a big part in San Francisco history. Popular tribunals have been forced to do frequently, the work which the regular pail and sworn «fficials failed to do; they have tried, comlen. ed and excenteil offenders, and driven others from the border of the state. Such proceedings were necessary between 1849 and 1854, when 1,200 murders were committed in San Francisco, out of a total of 4,200 in the state, and when only one conviction was in the Brat city of California. A recurrence of lawlesmess in 1856 again forced a revival of the rigilance committee. The source of the law had been contaminated. Civil authority was weak and racillating. The courts were uncertain. Even judges of the supremo court cngaged in street brawls. Murder assassination, robbery, plunder, and crine of almost every kind known to the calendar, had become common. Society was un- protected.
In such circumstances the decent citizens took over the reins of government and administered their own affairs.
