A HARBOUR OF REFUGE FOR HONGKONG,
The following letters appear in the cor respondence of the Chamber of Com-

Daur Biry-I should be obliged by your Bringing the following suggestion to the noties of the Chamber, with the view, that if it concurs, of placing the matter oficially bofore the Government. The suggestion I have to offer is the construction of a Western Harbour of Refuge for email oraft. The want of such a reluge must, I think. be evident to all, but I would like to point out what appears to me to be sows.of the chief reasons.
The present refuge at Causeway Bay is far too small to accommodate anything like the number of small craft using the har-
