WAR between Chins and Japan: has been imminent for several days, and the latest telegraphic news that comes to us is by no means reassuring...At first, those who know the JapanesD WALK inclined to talk slightingly of the warlike demonstration made by the volatila Empire in the vexed land of Corea. But when the movement was looked at carefully in the light of international politics, it had to be confessed that a Rorious stop had been taken, which even China could not afford to ignore. China's suzerainty in Corea had never before been so decidedly challenged, and if she was not to lose face "abs was bound to take such action as would, at least, keep up the pretence of her feudal authority in the Corean Penin sula. Troops, variously stated-in tens of thousands, have been sent to Corea to make a counter-demonstration, and the more or less visionary reserves are being 213 organised with a view to active service 2/1 if required. It can scarcely be said that there is any public opinion in China, as the phrase is unw derstood in the West, and so it

bas all along been difficult to predict what position China would take up if political differences were pushed to ex tremes. The Chinese are not a warlike nation, however. In ordinary circuma- cances, she is not at all likely to be the first to apon bostilities. Chinese states-
men are aware of the strength of their defensive position, and are inclined to rely upon itand on the dilatory diplomacy which has distinguished them in their conduct of international politics from time immetaorial. There was no regson for supposing that ancient custom would be departed from in the presentorisis; and until the antual declaration of war is made and the first shot fired we are slow to believe that there will be muy fighting between China and Japan. On the other hand, two important factors must not be overlooked. The armies will
