Now, whatever power or authority the President of the Council, had for declining to put the motion to the meet. ing, it appears to us that he was exceed ing his powers in declining to permit Mr Johnson (1) to place hía motion upon the paper, and (2) to give his reasons for making such a motion. There can be no doubt whatever that the Governor. has been most impolitic in his action; but even descending to technicalities, as this reported advocate of freedom of speech has done, it is greatly to be feared that Governor Hennessy has exceeded the powers vested in bins by Her Majesty Under the Governor's Instructions, dated Uth April 1848, it is luid down that no question can be de bated unless first proposed by the Go-
