Itṛépeals or amenda 10 ordinances, some of them of exceptional severity and particularly directed against ono race only, It gives permanent legislative anathority.. The ordinances they have passend wore part of a policy which the Royal prero gative onabled him to enforce for some years past in spite of some little local criticism. Henceforth it will be illegal to brand any criminals in this colony and it will also be illegal to punish by public flogging, and it will not allow of flogging in Hongkong s:cept for such fences as are punished by flogging in England.
